I would suggest using Canva because it is free to use as a designing tool, and due to its friendly UI, everyone can use it. Even if you’re not a graphic designer, you can still use canva as your thumbnail design tool.

You can easily create a youtube thumbnail in canva by searching for “Youtube” in the “Create A Design” menu. Select the “Youtube Thumbnails” option, and a new blank design page will appear. Here you can add any type of element in the design to give your thumbnail an eye-catchy look.

Now add your picture and texts to the design. You can also play with the colors of the elements and text used in the design.
